I got 60 marks in JEE Mains and 95% from Andhra Pradesh board. I am from BC category. Can I get a seat in aeronautical branch in NIT or IIT?

No, you can't get NIT or IIT as your score in JEE Mains is too low to get any IIT or NIT. Class 12th marks do not have any weightage for admissions to IITs.
