I got 69000 rank in TS EAMCET and BC-D caste. Can I get a seat in CVR College?

Yes, you might get but I'm not sure. It varies from branch to branch.
If you are opting CSE or ECE it's highly difficult. If you are going with other branches like civil, EEE, mechanical, EIE you might have a chance.
