Cut off as announced by J O S A for OBC is 74.31 percentile. As you have received 78 percentile, you are definitely eligible to appear for it's counselling. However, you need to register yourself on their website for counselling and of course possible admission to one of the NIT's or similar Institutions. Best wishes to you.
