I got 79/360 marks in JEE Mains and my rank in under reservation category is 3843. Can I get a seat in chemical engineering in NIT branches?

Chemical engineering 3 seats for Karnataka state quota and Chemical engineering 4 other than Karnataka quota. Yes, one with this ranking can get a seat in NIT-K. The same with other institutes depends on the corresponding seat matrix.
