I got 83.6% in 10th, 95% in 12th but 65% in B.Com (Hons). Can I get admission into top IIMs with such academic marks?

Yes, for sure. As you are from commerce category IIM's will give you extra credit as compared to an engineering graduate and also you can make up your low score in graduation by targeting high score in CAT.
