I got 83.72 percentile in pcm. Can I get any government engineering college (computer Science and engineering). .

No, you can not get it. Most of the Government Engineering Colleges admits students in B.Tech courses on the basis of JEE Main scores. So you have to give the JEE Main exam for getting admission in B.Tech courses.
