I got 87 percentile with an OBC rank 64000 and CRL of 190576. Can I get admission to NSUT or DTU?

With an OBC rank of 64,000 and a Common Rank List (CRL) rank of 190,576, it is highly unlikely that you will get admission to Netaji Subhas University of Technology (NSUT) or Delhi Technological University (DTU).
The cutoff ranks for NSUT and DTU are generally much lower than your rank.
For example, the last year's closing rank for DTU was around 10,000 for the Computer Science branch. Similarly, the cutoff rank for NSUT is usually below 20,000.
