3466 rank with 90 percentile? Is it a general rank or any category? Please specify then only I will be able to give you a more correct answer.

Your profile suggests that your home state is Bihar and so you will be eligible for home state quota in NIT Patna but even under home state, your chances are extremely low. For example, In 6th round of JoSAA counselling 2020, 39776 rank was closing rank for gender neutral for general category under
