i got a 96% in pcb in my boards this year. are there colleges abroad which have merit based admissions?

Most colleges in US follow merit based admissions. Infact, in your case, you have a sure shot admission in universities like Harvard and Stanford with scholarship considering your excellent marks in class 12th. Go ahead and apply.
