She will send a counselor to my home for registration of IBSAT.

Confirm the offer from IBS officials. If it is a fraud they will tell you so. Go to their website and find the contact information. Tell them your situation and they will tell you accordingly. Approach the police in case of any fraudulent activity.

If there is doubt then it is better to contact the institute directly through phone. Find their number and talk to them. If there are marketing teams everywhere then try contacting the official one near you.
