I got all india rank 17806 and OBC rank 3256. which rank take into consider for allotment of seat can i get seat in nit warrangal

I am student of narayana jr.college,hyd.i scored 97.7 % in PCB. and 164 marks in JEE MAIN 2013.I WANTED TO JOIN in ECE branch.in which NIT colleges i will got seat. I got state rank 3375 and OBC rank 869.whats the use of state ranks. if i got seat in both the 1 st and 2 nd rounds,can i choose any 1
