I got CEEB (SC - 9) rank. I did not get my 1st preference. Should I wait for the 2nd list?

They are providing me my 2nd preference which is MAKAUT. My 1st preference was ICT Mumbai. Should enroll for 2nd preference or wait for 2nd list?
