I GOT detain in 2nd year electrical engineering, can I continue my studies in other countries.

You can always think of going abroad, but frankly speaking, you must pause, mediate and find solution for detention. If you don't do this then perhaps it may happen abroad too and that would be disastrous. I strongly advise that take action as above. Remember, there is nothing impossible. You can do it.
