I got IELTS=6.0, had 26 backlogs in B-Tech but cleared all subjects and graduated with 64% . Am I eligible for MS CSE?

I want to study MS in computer engineering in less expensive universities of New Zealand or Canada.

You can apply to New Zealand as the country is not very fond of only academic performance. You can also apply to Atlantic Canada colleges as these are not very demanding in terms of academics
