I got my OBC rank around 3 Lacs and belong to outside Delhi category. Can I get a college in JAC counselling?

Honestly, no. JAC Delhi closes at much better ranks even for OBC outside Delhi in mainstream branches. You can still target IPU (via its counselling), state CETs (COMEDK, MHT CET), or solid private universities (Thapar, Manipal, Amrita, SRM, VIT). If Delhi is non negotiable, look at MAIT, MSIT, BPIT
