I got overall 5.5 bands. Can I apply for New Zealand?

5.5 is generally a low IELTS score. Even for Bachelor's degree, the colleges in New Zealand require a band of 6. But the catch is that colleges have several pathway programs for international students who do not meet the admission requirements slightly or more for the English language requirements.
