I got the job offer for network engineer for 10,000 per month in Gemini Communication Ltd,navi mumbai,please tell me is it good for fresher?

I am not ccna certified,diploma in electronics and in final year B.E(electronics), i have only completed training course in CCNA ,should i negotiate for increase in the salary or the offer is good ?please tell me according to market and also my qualifications ,rply soon as i am evaluating the offer
