no you can not pursue in structural engineering

No, only Civil engineers can pursue structural engineering.

Even if you manage to get admission in M.Tech Structural Engg, you will find it extremely tough to perform well in the course. You will be starting with zero knowledge about structures/civil engg and competing against other btech in civil/mechanical engg.
