I had dropped my first semester of BCA from CCSU. Can I fill up the admission form of 2016 for admission in DU or IP?

I had passed my 12th in 2015 with an overall percentage of 89.6 with commerce stream. My best of four percentage is 87.5. I have taken admission in BCA in CCSU. Due to some reason, I had dropped it. Can I fill the admission form again of DU or IP for admission in 2016 from 1st semester?
