I had failed in 2 subjects in class 12th in 2023. I passed both the exams in 2024. Am I eligible to appear for improvement exams in 2025?

As you have passed the unsuccessful subjects in 2024, you are generally permitted to appear for improvement tests in 2025 only if you want to advance your overall marks or obtain a better grade in your particular subjects.
