Ashvanth, every developed country has at least a few good universities! Hence, asking what is the best country may not serve you well. Instead, ask what kind of skills you will need to pursue the kind of career you want and then see which univ in the world prepares you for that skill set.

For MS in Engineering and Technology its Always US or Germany . I would Suggest Try for Both With Your GRE Score and Primarily US
