Hi Praveen.
You must be a graduate of any degree of your choice. You have 4 attempts to write this exam. There are two modules one is Preliminary and other is Mains. Choose subject of your choice in Preliminary and Mains. There are enough training institutes which help you to be an IAS/IPS officer.
