I have 11 backlogs in BE electrical but want to go to Canada for further studies. Will my backlogs affect me in getting a visa?

Will my backlogs be considered in the admission process if I get 7 band score in IELTS exam?

It can. The visa officer focuses on your complete student profile, not only IELTS scores. So if you have 11 backlogs, it will make the visa officer doubt your ability to finish a Canadian degree successfully as studies in Canada are a lot harder than in India.
