I have 11 percentile via SC category. Can I get admission in NIT Durgapur for civil engineering?

I did some research and found out that the expected JEE Mains cut-off rank for the SC category is 1520-8740, which was calculated to the percentile, it becomes 98 percentile. So, this shows that the chances are highly unlikely.

The candidates should have at least 85-95 percentile to get seats at NIT
