    Hello, You seems to have taken your engineering in a very light manner. 18 times you had arrears and you passed out finally in the year 2007 with the percentage of about 58% which just fell short of first class rank. To do a post graduation or MS in a foreign country one invariably needs a very good academic record. This is so since there is a big rush to study abroad and definitely the universities will select the best of the lot, hence I feel your chances are a bit on the lower side.
