With 21.7k in JEE Mains, you might not get CSE in NITs since your rank is 600 in VIT, I suggest you to go for VIT counselling as you might get CSE for sure in Vellore campus and even VIT is ranked No 1 private institute for 4th time in a row by the Indian Government. Later attend JEE Advanced and upon its results you can decide whether to stay in VIT or opt out. If you opt out of VIT before the commencement of first day you will get full refund of fee, so you need not worry about it.
