I have 21 history of arrears(backlogs) and my engg.aggregate is close to 6.5 (6.47). Am i eligible for MS in USA? I din't GRE and TOFEL yet.

Hello!! I'm Rishiban. I completed B.Tech from Anna from University. I'm interested in doing MS in US. As i menioned above I have 21 history of backlogs and aggregate close to 6.5 (6.47). I'm preparing for GRE and TOEFL now. Am I eligible for the Master Program?
