I have 2912 rank in NCHMCT JEE and I live in Delhi. Should I go for IHM outside Delhi or a non-IHM college of Delhi?

Yes, sure, you can choose a college outside of Delhi of your choice. You can go outside of Delhi like Jaipur, Shillong, Shimla and so on.
