I have 4 backlogs in my B.Tech. Shall I take admission in New Zealand for Masters?

See, syllabus abroad is tough. If you had 4 backs, then you must not choose New-Zealand.

No good university abroad will take admission if you have back logs. First, clear them with good scores to justify your backlogs.
