    It's not PCM but PME (Physics, Maths & English) which is considered here and the minimum eligibility criteria for B.Tech is 60% aggregate or 70% in PME in your qualifying exam, whichever is applicable.
    You can try to get admission.

    Dear candidate , In order to take admission in B.Pharm. programme , the eligibility criteria is -  Pass with 60% aggregate marks in 10+2 (with English, Physics, Chemistry and Biology or Maths) or equivalent, subject to qualifying LPUNEST . For a candidate, who has not studied English as a subject, the condition of English may be waived off provided the candidate in his qualifying exam has studied in English medium or an equivalent subject.

Yes you can be admitted into B.Tech Computer Science in the Islamic University of Science and Technology (IUST) though you have not appeared in any entrance test, but again this is based on the admission system of that particular year.
