I have 60% in B.Tech from mechanical engineering. I would like to study Masters in Germany. What are my chances?

You have scored reasonably well. But these days lots of students want to do MS in Germany and as a result, requirement of percentage has increased. However, I would advise you to approach specialist agency dealing with sending students to Germany.
