I have 68% in 10th CBSE and 73 percentile in JEE Main. My domicile state is Delhi. Can I get any college in Delhi for B.Tech?

This percentile is not good enough, so I suggest you boost your performance in 2nd season in April. Delhi has too much state quota so if you take this percentile above 90, it's easy to get a good college in Delhi for B.Tech.

On the behalf of 73 percentile in JEE Mains, it is not possible to get any college because your percentile score is very low.

No, you will not get college in Delhi because your JEE score is low so that score it's not possible.

No, it is not possible with that JEE result. Better write a common entrance test you will have many options to get admission in Delhi.
