I have 74 percentile ST category from Rajasthan state. Can I get any NIT, GFTI or IIIT for CSE branch?

Definitely you can get and with state quota you will have more chances.

Yes, you will get CSE in NIT but lower but all states or GFTIS will give you CSE.

With the above rank and performance it is very difficult to get any NIT's or IIIT or any good GFTI as the minimum required percentile score for General category student for top NIT's is more than 98 percentile in JEE Mains.
