I have 80 %ile in JEE Mains. Can I get admission in IET Lucknow for B.Tech CSE?

Greetings Vaibhav. Unfortunately you can't get CSE in IET Lucknow at your percentile even if you'll have UP domecile advantage then too your percentile is quite not quite enough to make it their.
