I have 81% in 10., 67% in 12 and 70% in 2yr Polytechnic . Internet based TOEFL - 97/120. How much fee waiver can i get for Btech in abroad ?

I have 81% in ICSE., 67 % in ISC and 70% in 2yr Polytechnic in CSE. I also have 97 out of 120 from TOEFL I want to pursue Btech from USA or Germany., But financing my studies is an issue., Can u suggest how i can achieve my B.tech from a reputed foreign college.
