I have 83 percentile in JEE Mains. Please suggest top colleges for CSE or mechanical branch.

We are ready to spend approximately 4 lakh overall on the college and I am from Rajasthan.

First of all CONGRATS! Considering you belongs to General category probably you can get PEC, SMVDU, SLIET, Guru Ghasidas Vishwavidyalaya, GKV etc. If you belong to some category then you have far better options. (I have recommended the colleges according to previous year cut-offs and results may var
