I have 85.25 % in PCM and my best four is 90.5%. How to get admission in Delhi University for English honours?

You are absolutely eligible for English hons because I think 90% is Enough for the course. Every college had different cut off for different course. You may check the below link for get some idea of 2018 cut off DU. http://www.du.ac.in/du/index.php?page=cut-off-2017.
