I have 98.4 percent in my 12th and I didn't appear in JEE 2022 but appeared in JEE 2021. Can I get admission through in thapar university?

JEE 2021 scores was applicable for 2021-2022 session only. So on the basis of JEE 2021 scores you can not get admission in TIET. However on the basis of your 12th marks you can get admission in TIET.
