I have a diploma and im a lateral student in mech engg.i completed my engg.can i do masters in us?

I finished my diploma with 65% and engg with 6.08cgpa. but i have not done 1st year,i got direct admission into 2nd yr.(so my engg course will be a 3 yr course) can i apply for masters abroad especially in usa?
