I have a gap of 9 years after HSC because I dropped from 1st year B.Com in 2016. Can I reapply for graduation in a regular college?

Yes, of course, you can complete your graduation after 9 years of gap. But, it will difficult to complete the course in regular mode after such a long gap. Instead of that, you can opt for Distance learning system of education.
