I have a shoulder width tattoo on my chest, can I appear for IAS.

Yes, you are eligible to appear for the UPSC exam. Tattoos are allowed, but it would be inappropriate. As long as the tattoos are not vulgar, or they are of religious significance, they would be not be disallowed per se, but they might be looked down upon.
