I have a tattoo on my chest. Am I eligible for UPSC exam?

    Yes, you are eligible to appear for the UPSC exam. Tattoos are allowed, but it would be inappropriate. As long as the tattoos are not vulgar, or they are of religious significance, they would be not be disallowed per se, but they might be looked down upon. Also, it might harm your personality. Looks are very important and it would be weird to see an important bureaucrat having juvenile tattoos. It might even hurt your promotion prospects. It might cause your peers to treat you lightly. So it isn't advisable to have a tattoo. At least, not a visible one anyways.

    Yes, you can apply but only for non-technical jobs like IAS IRS, IFS and IIS. You cannot apply for IPS.

    2012 home ministry notification allowed the candidates having a tattoo of a name or religious symbol on the inner face of the arms or hands" for enrollment", but said that those who have a permanent tattoo on any other part of the body will be debarred from the recruitment process.

    UPSC Exam Details and eligibility:
    For the IAS IFS & IPS, a candidate must be a citizen of India. For the IRS and other services, a candidate must be one of the following:
    A citizen of India
    *a person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India
