I have an ATKT in my 1st year B.Com and failed in the 2nd year. Can I pursue 3rd year B.Com externally while doing 2nd year B.Com?

No, you can do one degree at a time. After completing one, you can go for other but you have to have passed all the subjects. Good luck.
