I have done B.Sc electronics with 55% marks and have 3 backlogs. I have 2 years gap working as a freelance photographer in my hometown.

It depends on a lot of factors like which university you are applying to, the desired programme, your financial situation, career plans, etc. You know that your academic background is not too competitive, but a very exceptional personal statement, essays and recommendation letters will push your application. Your IELTS is low for an MS course, in fact, you should take TOEFL. If the course you want to do demands another test like GRE, you have to take it.
