I have been asked to confirm it by 11th March, 2016. Is this amount refundable?

Yes it is. As per aicte norms only 1000 will be deducted and the rest will be refunded.

Yes the fee you have been asked to remit is refundable. without any cut. You have to confirm the offer acceptance with in april 05. Then on remittance of fee with in April 11 to the bank account mentioned as per the email. Then you will be getting the final selection letter. All the best.
