Yes, it totally depends on you if you want to prepare or not. There are several extra opportunities inside and outside VIT for GATE preparation. You will get a platform to improve yourself and prepare for GATE level.

Yes you can. VIT is one of the good institutions for EEE. But in order to prepare for GATE, you need to balance your classes, exams as well as the GATE preparations. So manage your time by allotting a fixed duration everyday for the preparation without affecting your B.Tech course.
