I have cleared 5CT exams of actuarial science from IAI and not able to find any scope in India for freshers. Do I need to change my carrier?

I'm a commerce graduate and I have 4 years of working experience. But I don't have the relevant working experience for actuarial job. Should I have to look for opportunities abroad or should I shift to some other field? Please suggest.
