I have cleared ULSAT and have gone through GD and Interview. What are my chances of getting into UPES being a commerce student?

People who give GD-PI have a good chance for being selected in School of Law, UPES. Just try to get BBA LL.B instead of B.Com LL.B.

The subjects of B.Com LLB are equal to those of CA subjects. In 3rd year of law, I will be doing CS. I think chances are more for B.Com LLB because most of the students run away from practical subjects like accounts and B.Com LLB can only be done by a commerce student.

GD-PI is not very easy to pass. Since, you have done that there are 90% chances that you will be admitted.

No, you cannot get into a National Law University (NLU) with a ULSAT score. NLU admissions for the 25 participating NLUs is done through the CLAT (Common Law Admission Test). For NLU Delhi the AILET is conducted. ULSAT is for UPES, not NLUs, so you need CLAT or AILET scores.
