I have come to know that 10-15% seats in state government universities and coleges are reserved for other state candidates through jee mains

I have come to know that 10-15% seats in state government universities and coleges are reserved for other state candidates through jee mains. is this true? if yes, can you please guide me how to apply to these colleges. also please suggest some government colleges for mechanical,automobile,civil.
