I have complete graduation in 2012 and i am interested in upsc exam, but i have only 42% in 12th and 47% in graduation. can i eligible.

Yes you are eligible, but please note the age limit as 21 years must be completed on 1st August of the year, which you are appearing but less than 30 yrs for General catagory, 33yrs (OBC), 35 yrs (SC/ST).

The percentage of graduation is doesn't matter in UPSC (IAS / IPS ) exams
